Add crc8 utility
Add a crc8 command line tool to help verify/determine the proper crc directory for a raw trend file.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 18 November 2025 starting at approximately 900 MST (1600 UTC).
