install script cleanup

This series is an attempt to clean up the install script, and to unify the various install scripts into one.

Notable changes:

• do not create/install start*/kill* scripts
• should remove need for install-noawg and install-norts scripts (removed in series)
• removes .rtl install, which i think no longer exists
• much code cleanup

I think this should close #114 (closed)

Note this depends on a fix to the post_build_script in !100 (merged)
