Layout rework of Legend options

More structured coding of options layout. Better use of groupings. This is an attempt to fix inconsistencies in layout from one system to the next.

Fixed size of options tab increased. Pads made more lenient on when they can draw options tabs. Hopefulley closes #170 (closed).
