Drop frange from pydv.

Erik von Reis requested to merge erik.vonreis/pydv:drop_frange into master

frange is no longer available in matplotlib.mlab. The only use was for creating an open sequence of time values, which np.arange will do in an identical manner.

This change is necessary for pydv to work in CDS conda environment.
