User models fail to sync with IOP on startup

This is an intermittent issue that can generally be worked around by restarting the code a few times. The error that it produces is ADC TIMEOUT -1 0 1 1.

With the updated cds/advligorts!210, the error may have changed. It got stuck at "waiting to sync".

Closing this as I haven't seen it yet in softrt mode
