metapackages vs. environments
I wonder if it would be better to define the set of IGWN packages in a metapackage instead of an environment. metapackages seem like they would be easier to manage than environments, and they seem like they would be much simpler for users to deal with. Environment files have to be distributed out-of-band, but with a metapackage you just need to create an empty environment that tracks conda-forge and then install the appropriate metapackage. That would be a much simpler workflow for users.
