Draft: Revert migration to software.igwn.org

This MR reverts Migrate publishing to new software.igwn.org CVM... (!1106 - merged) and subsequent changes to attempt to fix that deployment.

This puts the publishing back onto oasis.opensciencegrid.org until computing/helpdesk#4051+ is resolved.
