Draft: Revert !1150 and !1151

This MR effectively reverts the changes from !1150 (merged) and !1151 (merged) that activate the new environments during build.py. This code is slightly convoluted and shouldn't be required, but was introduced to work around a bug in the libarrow activate scripts that has now been resolved.
