Improve pypi test script and update usage

This MR updates the ad-hoc template that is used by a number of projects to download a tarball from pypi and run the tests bundled inside (useful for projects where the test suite is not an installed subpackage of the library), and then updates all examples of the same workflow to use the same template.

The template itself is now stored in packages/template-pypi-tests.sh.
