Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 22 April 2025 starting at approximately 9am PDT. This MR updates the CI/CD pipeline to use containers.ligo.org/docker/base:conda as the image for conda-based jobs, rather than igwn/base:conda from dockerhub.

This should resolve transient connection errors with dockerhub.
