Mark ezca and cdsutils pytest suits as flaky
The two named suites are regularly failing, but I think it's an environment thing, and not a bug-in-the-code thing.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 9 July 2024 starting at approximately 9:30am PDT.
