jupyter REMOVE [testing]

This MR removes the jupyter metapackage from the distribution, in favour of the notebook package which is already separately listed.

The jupyter metapackage is basically notebook + qtconsole; notebook provides the standard HTML-based interface which everyone uses, while qtconsole is rarely used in my experience - this change just effectively removes qtconsole.
