Replace compilers metapackage with just C and C++

This MR replaces the compilers package in upstream.yaml with c-compiler and cxx-compiler, which effectively removes fortran-compiler, which (AFAIK) nobody uses.

This also introduces a very small structure to the upstream.yaml file, rather than just a simple alphabetical list, which I may try and expand to make maintenance of that file easier.
