Automatically achive YAML file for all tagged environments, and document archival policy

This MR patches the build infrastructure to automatically create an archival igwn-pyXY-YYYYMMDD.yaml file using conda env export that is then published in CVMFS to

/cvmfs/oasis.opensciencegrid.org/ligo/sw/conda/envs/archive/

This MR also documents the Tagged environment archival policy, namely that environments will be removed whenever they are no longer required, but the archive/*.yaml files will be preserved so that environments may be recreated as required.
