Constrain python bug-fix version for all supported versions

This MR adds maximum constraints on the bug-fix version for each supported python version, to work around FIRtools.py raises ValueError with recent bug-f... (Calibration/gstlal-calibration#13).

I don't like this, but perfect is the enemy of good (or in this case, working at all).
