Draft: swig <4.1.0a0 [testing]
This MR pins swig to <4.1.0a0, see LALSuite SWIG bindings incompatible with SWIG 4... (lscsoft/lalsuite#621 - closed).
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 14 May 2024 starting at approximately 9am PDT.
