Debian fixes

As discussed in https://git.ligo.org/computing/sccb/-/issues/1514#note_998612 ff., the Debian packaging needs to be fixed to

• include 99-memory.conf
• create a link to the real location of 40-vault-credmon.conf after the renaming of htcondor{,-doc} back to condor{,-doc}
