closes #102, removes lal(suite) as a requirement

- require lscsoft-glue >=3.0.1
- use a versioned pyopenssl requirement everywhere

to provide X509 credential discovery methods. that package has minimal dependencies so doesn't add any burden on dqsegdb.

M2Crypto isn't available for python3

first release with python3 compatibility, not python26 compatible

isn't actually required for those parts of glue being used here (I think)

tests end-to-end build of dqsegdb and dependencies, then runs `--help` for all installed binaries as a first cut at some tests
