Remove user-env scripts

Ghost User requested to merge github/fork/duncanmmacleod/no-user-env-scripts into master

This PR removes the setup.py infrastructure to write and install the dqsegdb-user-env.{sh,csh} scripts, (IMO) these are no longer required.
