Adds publisher scripts and updates SL7 installation script for publishers

Adds O3 and O4 publisher scripts (sometimes multiple versions, in progressive commits, to retain history) and updates the SL7 installation script to use the new O4 publisher scripts, adjusting for which machine the installation script is run on.
