Changes RL8 installation script based on test installation and other things

Lots of changes to the RL8 installation script. Improves messages in output, to track which block commands are run in and how long each run block takes to run. Lots of fixes for issues found in testing run blocks 1 + 2 on segments-rl8. Removes almost all commands related to ODBC, since we might not need it at all. Other changes based on inspection.
