Updates DB restore scripts to use /local/ldbd/; improves date logging

Updates populate_from_backup_alpha.sh and populate_from_backup_beta.sh to copy the DB to /local/lddb/, rather than a dir on /backup/segdb/. Updates those scripts and others to log start date, start and end times, and run durations to a tracking file, rather than just date and end times.
