Use expanded retry() macro

• Adds the expanded retry() macro from lscsoft/lalsuite!2421 (merged)
• Use retry() when calling more conda calls (cf. lscsoft/lalsuite!2395 (merged))
• Use retry() around apt-get calls
• Use retry() around yum/dnf calls
