Remove directories that were replaced by files

Duncan Macleod requested to merge duncanmmacleod/gitlab-ci-templates:cleanup into master

!16 (merged), !17 (merged), and !18 (merged) resturcured the directories of templates into monolith files to better support includes, this MR removes the legacy directories that were kept for a while to support migrations.
