Explictly install rsync in the upload-source template

Duncan Macleod requested to merge duncanmmacleod/gitlab-ci-templates:software-install-rsync into master

This MR patches .software:upload-source to explicitly install rsync, as a workaround for https://git.ligo.org/computing/software/igwn-archive/-/issues/3.

This can be reverted when the igwn/archive container includes igwn-archive=0.1.1.
