Fix rules for version-specific jobs

This MR fixes the rules for the version-specific jobs in the debian/build and debian/test components so that they don't accidentally spawn merge request pipelines.

This also adds support in those job sets for bookworm-backports and trixie - neither of which actually exist upstream (yet), but may do one day and we may as well be ready.
