Use --force-bad-version with dch
This MR adds the --force-bad-version option to the call to dch when adding a changelog entry to ensure that the version we get from the Python metadata is used.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 1 October 2024 starting at approximately 9am PDT.
