Expose HTML coverage report
This MR updates the python/test component to generate an HTML report and use artifacts:expose_as to make it visible to the merge request UI.

Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 1 October 2024 starting at approximately 9am PDT.
