Refactor rpmlint setup into common template

This MR refactors some of the rpmlint preparation logic into a common file that is included by the redhat/source and redhat/build components.

Note: once https://gitlab.com/gitlab-org/gitlab/-/issues/424481 is resolved we can refactor this into a proper component that can just be included wholesale into the source/build jobs using a !reference tag.
