Ligo gracedb 2.8.0

  • Switching to igwn_auth_utils for all auth handling (X.509 and SciTokens).
  • Removed basic auth as an authorization option.
  • Cleaning up code after python3 upgrade.
  • Updating unit tests to include SciTokens

Release should be made in conjunction with server!64 (merged)
