Sending test email and phone messages with EGAD

Daniel Wysocki requested to merge daniel.wysocki/gracedb-server:contact-test-egad into master

The test messages on the alerts/ page were being sent directly by the host.

In order to make these useful end-to-end tests, they now get sent by EGAD when the equivalent alert messages are configured to send with EGAD.
