Fix and move VOEvent generation out of GraceDB.

  • Add a fix for when NaN values are uploaded from p_asto.json
  • Make ivorn a user-defined parameter
  • Modify API to accept uploads of VOEvent xml files
  • Deprecate VOEvent-building code in annotations
