use f-strings wherever we can

this commit restructures the docs and revamps the content,
providing a lot more detail on things like auth and
the command-line interface

mainly to remove the references to Python versions

luckily the version of `ligo-segments` used to build the tagged docs is the same as the release

use sphinx_tabs to provide overlapping instructions for all supported systems

it requires dot, which is a bit annoying
