Fix bug in parsing tokens with pathless scope
This MR fixes a failure validating tokens against a required scope that doesn't have a path (e.g. gwdatafind.read vs read:/frames).
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 14 May 2024 starting at approximately 9am PDT.
