Add X.509 deprecation warning to online docs

This MR duplicates the X.509 deprecation warning (see Add warning about X.509 EOL (!10 - merged)) to the online documentation.

This also patches the README to refer to the online docs, and the CI/CD configuration to deploy the docs.
