Simplified rendered documentation layout

This merge modifies the directory structure of the rendered documentation. Changes include

  • only build docs for tags - gitlab pages doesn't support multiple hosting pages builds at the same time anyway, so /Dev and /Release doesn't work
  • simplified layout for package docs:
    • user: docs.ligo.org/ldastools/LDAS_Tools/<pkg>/
    • dev: docs.ligo.org/ldastools/LDAS_Tools/<pkg>/dev/
    • admin: docs.ligo.org/ldastools/LDAS_Tools/<pkg>/admin/
  • e.g. https://docs.ligo.org/ldastools/LDAS_Tools/ldas-tools-framecpp/

I think this makes it easier to discover the documentation for a package as a user.
