Added test for the fdio interface
This merge request adds a test for the FdIO interface which can only be run in conda at the moment due to PythonVirgoTools not being available in pypi.
This helps resolves #12

Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 24 September 2024 starting at approximately 9am PDT.
