Added ability to use inotify in frame2kafka
This is required as watchdog is not available on CentOS, but inotify is so this adds the ability to use either of these packages to monitor a directory

Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 24 September 2024 starting at approximately 9am PDT.
