Attempt to clean up the .spec file:

Removed unneeded "Requires:" from source rpm section
Removed unneeded "%exclude"s after package split
Added inotify dependency for executables
Changed python3- to python%{python3_pkgversion}- for dependencies
Updated date as still haven't finalized version and tagged it.
