Make frame writes atomic

This merge request modifies io.write_frame to allow frame writing to be atomic. It'll first write a temporary file to disk and check to ensure that all data is on disk, and then perform a move. This operation is atomic if the tmpdir is on the same filesystem as where the frames will finally reside. It defaults to writing temporary files (hidden) in the same directory.
