Fix issues with spec file, rename tarball to meet new convention

This fixes issues in the CI since it expects files of the form igwn-lldd-common*, instead of the new convention with igwn_lldd_common which seems to have changed recently.

As part of doing this, the spec file had been updated to resolve a number of issues caught in rpmlint and brought up in the last SCCB ticket.
