add %ifo% replacement in filename pattern
This MR is meant to allow filename to use %ifo% information pattern.
It can be passed using --frame-dir for instance.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 19 November 2024 starting at approximately 9am MST (4pm UTC, 8am PST).
