check_dqsegdb_latency: simplify dqsegdb2.api usage
This MR removes the try/except protection around the call to dqsegdb2.api.resources_path in check_dqsegdb_latency since we require >=1.2.0 already.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 24 September 2024 starting at approximately 9am PDT.
