Specify timeout for get_idps request
This MR addresses a security issue in the ciecplib.utils module to ensure that timeout is specified for the GET request that downloads the list of IDPs that support ECP.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 24 September 2024 starting at approximately 9am PDT.
