Add Debian packaging

This MR adds Debian packaging (see Add Debian and RedHat packaging (#4 - closed) • Duncan Macleod • igwn-robot-auth 0.1.0).

Also, to support better manuals, a custom ArgumentParser class has been added to igwn_robot_auth.tools.core that hooks into argparse-manpage.
