cmake updates

Adam Mercer requested to merge adam-mercer/metapackages:cmake-updates into master

This updates the cmake dependency in lscsoft-ldas-tools-dev for EL8 and adds cmake to igwn-packaging-tools.

This didn't cause an error last time as the cmake package also provides cmake3, but having both cmake and cmake3 results in the dependency being specified twice.
