Install redhat-rpm-config with igwn-packaging-tools

This MR patches igwn-packaging-tools to install redhat-rpm-config, which bundles all of the relevant *-srpm-macros packages, and to not explicitly install any binary RPM macros packages (those should be required by the individual packages, if at all).
