Debian swig version
Working my way through broken Bullseye dependencies, I spotted these on swig3.0 which can be easily fixed by allowing swig (>= 3.0).
IIRC this has been introduced to handle Debian Jessie, and also could be nuked completely. Your choice, @adam-mercer ...
