Set allow_failure for all debian jobs
This MR adds the allow_failure: true flag for all Debian build/test jobs, since we don't have the personpower to support Debian properly, and things are currently broken as a result of gds/gds#65.
I have thrown in a couple of other CI updates to get the pipeline to pass (hopefully).
