Remove GDS transition metapackages

This MR removes the transitional gds-* metapackages, and separates the lscsoft-gds metapackage in two pieces:

  • igwn-gds: providing all of the GDS runtime packages (to run against GDS)
  • igwn-gds-dev: providing all of the GDS development packages (to build against GDS)
